Users on Sv4 unable to add certain offices to their Prefer/Block list

The incident was resolved when the office service was deployed to production on 9/24/2025, allowing all 48 affected accounts to properly utilize the Prefer/Block feature. However, it is noted that further work is necessary for Loadlink offices, which will be addressed separately.
